Harriet has particular experience in public law litigation and advice. She regularly advises public bodies on their powers and obligations, and has acted in a number of judicial review proceedings. In addition, she has experience in coronial inquests, regulatory matters and professional discipline. Harriet also acts for the Crown in criminal proceedings, appearing regularly in the District Court and High Court.

Before joining Luke Cunningham Clere, Harriet was a Judge’s Clerk at the Supreme Court and an Assistant Crown Counsel in the Constitutional and Human Rights Team at the Crown Law Office. She graduated with an LLM from New York University in 2020.

Recent and notable work:

  • Representing the Climate Change Commission in a successful defence of an application for judicial review of its first advice to government: Lawyers for Climate Action NZ Inc v Climate Change Commission [2022] NZHC 3064.

  • Representing the Department of Corrections in judicial review of its policies for temporary releases: Smith v Attorney-General [2019] NZHC 835.

  • Advice to an expert consenting panel on an application to join them to judicial review proceedings.

  • Advice to a professional disciplinary body on legislative reform to it’s disciplinary regime.

  • Advising government departments and Crown entities on decision-making, with a focus on minimising the risks of judicial review.

  • Advice to a local council on a threatened judicial review.
